Position Overview
The Vice President (VP), Federal serves as the primary engine for growth and operational excellence within JSI’s U.S. Federal portfolio focusing on the federal health and education ecosystems. This role leads the full business lifecycle, in collaboration with the Business Development Division—from strategic new business development to high-quality service delivery—and is responsible for the portfolio's overall financial health.

The VP is responsible for achieving annual financial targets, optimizing resource utilization (billability), and expanding JSI’s footprint across federal departments such as HHS, VA and others. As a senior leader, the VP mentors high-performing teams and ensures that federal projects drive measurable public health impact while maintaining the highest standards of contractual compliance.

The VP collaborates closely with JSI’s Senior Leadership Team, Division heads, and Central Service leadership—particularly Business Development—to ensure organizational coordination and adherence to JSI policies. By collaborating across divisions to share technical innovations and create organizational synergies, the VP champions the "One JSI" approach. This full-time position can be located where JSI is registered in the U.S. and reports to the Executive Vice President, HSD.

RESPONSIBILITIES

Financial & Resource Management
  • Own the overall financial health of the Federal business unit, ensuring the portfolio meets or exceeds annual direct cost and growth targets.
  • Direct resource allocation and staff billability models to maximize organizational efficiency.
  • Lead rigorous financial reviews and forecasting processes to ensure long-term fiscal health and informed investment in new business opportunities.

Thought & Strategy
  • Develop and execute a multi-year growth strategy to meet or exceed annual financial targets for the Federal business unit.
  • Lead the "capture" process for large-scale federal opportunities, identifying key partners and defining win themes that differentiate JSI in the marketplace; and serve as a lead strategist or reviewer for high-stakes proposals, ensuring a seamless bridge between technical design and cost-competitiveness.
  • Monitor federal procurement trends and agency priorities to pivot JSI’s service offerings toward emerging public health needs.

Results & Execution
  • Oversee the successful delivery of all federal contracts, ensuring projects are on time, within budget, and meeting all technical performance indicators.
  • Ensure 100% compliance with federal acquisition regulations (FAR) and agency-specific requirements, safeguarding JSI’s reputation and "Exceptional" CPARS ratings.

People & Influence
  • Direct and develop a multidisciplinary team of account leads, project leads and advisors, fostering accountability, innovation, and professional growth in accordance with JSI policies and procedures.
  • Act as the primary executive liaison with federal contracting officers and agency leadership to build long-term institutional trust.
  • Identify and manage strategic sub-contracting and prime-partner relationships to strengthen JSI's competitive position.

Expertise & Growth
  • Provide high-level technical oversight to ensure JSI’s federal work remains at the forefront of public health practice and digital health innovation.
  • Lead the mentorship of senior-level talent, ensuring the Federal unit has the technical capacity and leadership depth to scale.

QUALIFICATIONS

Education, experience, skills, and competencies
  • Master’s degree in Public Health, Public Administration, Business, or a related field is required, or equivalent experience. Advanced degree is preferred, e.g., MBA, MPH, MPP, PhD.
  • 15+ years of progressive relevant experience in federal contracting, management consulting, or public health policy, with a deep understanding of the U.S. Federal health landscape, including expert knowledge of federal pricing models, billability management, and resource utilization within a consulting framework.
  • 10+ years of successful executive experience directing high-growth business units, direct cost and growth target responsibility, and multidisciplinary teams, specializing in organizational development and the mentorship of senior-level, distributed and cross-functional talent.
  • Demonstrated success in leading large-scale federal captures and managing complex proposal processes from inception to award.
  • Demonstrated success in change management, organizational development, and driving cultural change.
  • Superior communication and interpersonal skills, with a proven ability to lead teams through ambiguity and influence stakeholders at all levels.
  • Advanced analytical fluency and ability to synthesize complex, multi-source data sets into high-level strategic narratives.

Language
  • Fluent oral and written English communication skills.

Travel expectation
  • Willingness and ability to travel domestically, as necessary (50%).

Work environment
  • Mostly operate a computer.
  • Ability to maintain a comfortable and ergonomic posture while working.
